May 18, 2026 – CMTA Welcomes Herrera & Company, Strengthening Workforce Training and Tax Incentive Support for Manufacturers
Sacramento, Calif. – The California Manufacturers & Technology Association (CMTA) today announced that Herrera & Company has joined its statewide membership, bringing decades of experience in securing workforce training funds and state incentives for California businesses.
Founded in 1986, Herrera & Company is a management consulting firm that specializes in helping companies access and manage government funding programs, including employee training grants and tax credit opportunities. The firm has supported businesses across California in navigating complex programs that promote job growth, workforce development, and capital investment.
“CMTA has a longstanding partnership with Herrera & Company through our Employment Training Panel efforts to help manufacturers secure critical workforce training funds,” said CMTA President & CEO Lance Hastings. “We are pleased to formally welcome them as a member and continue working together to expand workforce opportunities for manufacturers in California.”

Since 1987, CMTA has worked with the Employment Training Panel (ETP) to help manufacturers get reimbursed for employee training. CMTA is partnering with Herrera & Company to advance Senate Bill 1059 (Archuleta), which aims to modernize and streamline the ETP program by expressly allowing electronic recordkeeping.
“Joining CMTA is a natural extension of our longstanding work together,” said Phillip Herrera, Managing Partner of Herrera & Company. “There’s real opportunity to strengthen programs like ETP, and we look forward to continuing our partnership with CMTA to support those efforts.”
With the addition of Herrera & Company, CMTA continues to expand its network of partners supporting manufacturers through workforce development, investment incentives, and long-term growth strategies.
